According to the SLS, which works on the rights of the Pakistani minority in India, the online application process is being scrutinized.

The process of applying for citizenship online was started in 2016 by the Ministry of Home Affairs of India. At the same time, 18 district collectors in seven states were given the responsibility to accept online citizenship applications of oppressed Hindus, Christians, Sikhs, Persians, Jains and Buddhists from Pakistan, Afghanistan and Bangladesh.

Then in May 2021, 13 more District Collectors in Gujarat, Chhattisgarh, Rajasthan, Haryana and Punjab were empowered to issue citizenship certificates on the application of members of these six communities under sections 5 and 6 of the Citizenship Act, 1955. The whole process is being done online. But expired passports are not being accepted online. The refugees were forced to rush to the Pakistan High Commission in Delhi to renew their passports with large sums of money.

By 2011-14, the number of long-term visas for Pakistani Hindus stood at 14,626. From November last year to February this year, more than 600 more Pakistani Hindus were granted long-term visas, the ministry said. The government received 6,244 citizenship applications from members of six communities from three neighboring countries by 2017-21.

The Civil Amendment Act (CAA) was enacted in 2019 to provide benefits to unregistered (illegal) immigrants from six oppressed communities who came to India from three neighboring countries before 2014. However, the law has not yet come into force as the provisions related to this have not yet been reviewed by the ministry. The CAA was instrumental in expediting the application of minority immigrants. It relaxed the mandatory 11-year stay in India to five years. However, many who are waiting for citizenship have come legally and have been in India for more than 11 years.
